Remove Duplicates in Multiple Columns and Multiple Cells

Have file with three columns need some help. The attached file is a sample
Column A is the base or main

In column A there are duplicates numbers however in Column B or C there may be data I want to consolidate

I am looking to consolidate the number is duplicate twice or three times consolidate to one line. Below is a sample of what I am looking for
