Count cells with a certain value after another value

How to count cells with Quoted value after Accepted for rows with similar column A? I don't want to count cells with Quoted before Accepted.

For example,
A has 2 in column E because the rows with Quoted = 2
I don't want to count the Quoted value before any Accepted.

The goal here is to count how many quotes that weren't accepted before the company stopped buying from us.

In the case for company A, it was 2. They accepted a quote from us in 7/3/2016 and after that two of our quotes weren't accepted and that was the last time we saw them.

How about counting the difference between Date Created in column D and averaging the difference?

For example, column E shows the difference in days between the dates the quotes were created. Column F shows the average of those days.
