Merge cells of item attributes

Hi all hope you are well,

Relatively new to excel but pretty sure I have explored all ways to do this as a standard excel function and some programming is required. I have searched for hours online and cannot find the answer I am looking for so here goes.
I have a single column of data which contains an item ID then directly below that particular item's technical specifications.
I need to merge the specifications into one cell, separated by commas and moved into the column beside the relevant item ID.
For example I have this...
1.jpg

and I need it to look like this....
2.jpg

I am using Office home and business 2013.

Any help you guys can offer is greatly appreciated.

Please attach a workbook so that the pattern of the data is properly understood
Click on "Go Advanced" and then below on "Manage Attachments"

Is the interior colour of Part No cell always yellow? Technical Spec always green? Is the number of specs always 4?

Thank you and thanks for the response.
I have attached a small selection of the data.
The colours are not always green and yellow but I can make them be.
Unfortunately the number of specifications is not always constant, they can range from 1 to 10.
