Custom Ribbon Tabs without Custom UI tool

Hi,

I believe there is a way to create custom excel ribbon tabs with buttons and assign them to macros without having to using the Custom UI tool. As it is a case of configuration of information in an xml file and having that file in the appropriate location, I was hoping somebody may know how exactly this can be done?
