Convert feet, inches, fractions to inches and decimals

I need to create a macro that will convert feet, inches, fractions to inches and decimals. But, I need the "answer" to end up in the same cells where the current feet, inches and fractions reside. In attached sample, Column E, row 4-6, shows measurements in feet, inches fractions (0'-9 3/8"), sometimes there will be feet included instead of the "0'). I will also be deleting the first top two rows within the macro, so that can be done at the beginning of the macro or at the end. This is a very repetitive task that our CAD department works on so I will be creating a button for their toolbar that will initiate it.

Any help you can give would be appreciated. Just the formula in excel alone is complicated enough, I am not even sure this can be accomplished.
