Formula into cell with <>

I am adding the following formula into a cell using vba:”

The word “True” is entered into the cell rather than the formula.
If I remove - & "" <> "" – it works OK? But I want the criteria to be "not equal to 3".
What am I doing wrong? Thanks Sandy

GC Excel code worked as I am using named ranges rather than specific ranges in my example.
