This can be done with a formula. Does the random number have to be unique? Does it have to be in any particular format? What are the lowest and highest numbers you want to use?

Need to generate random sequence of numbers with 7 numbers in a sequence, a key number and a repeating number..any number can be repeated but only one repeat within a sequence..set= 1.2.3.5.6.7.8.9.10
Example a. 2.1.3.5.7.3.9
Example b. 5.2.1.6.5.10.8
What's a "key number?"

You mean the number 1 is always included, and one number (other than 1) is always repeated? What's the range of the other numbers?
