I have macros and goal seek on a excel 2013 file. I'm wondering what older versions, of excel, have macros? I'm trying to send a file out and don't want any discrepancies, because people might not have older versions that aren't compatible.

You shouldn't have much trouble with PC's unless you are a pretty advanced user. Even then you might be fine.
On MACs they will need 2011 and even then you may have some issues depending on what you are doing if you wrote it on a PC.
In terms of Windows, as far as I recall, '97, 2003, 2007, 2010 and 2013. Maybe earlier but I'd be surprised if there are that many people using anything that old. It would certainly be lacking support. As for Macs, I really can't say, but I suspect there will be differences even in those that use Macros.
Be aware that the file structure changed from 2007 onwards, and the number of rows and columns increased by an order of magnitude. There are also many additional functions in later versions so that could prove an issue for you in terms of backwards compatibility.

Thanks for the quick reply. My version, i'm using, is Excel 2013 32-bit version on Windows 8.1, from a 15.6 inch screen laptop with Freeze Panes at 100% zoom. That's the version the file was created on.
In the end you probably want to just have a friend with excel 97 who can open it and test run it...
As per TMS just watch out for using functionality that didn't exist in 97. But I think it had goal seek and it definitely had macros so that should be OK.

Also note current compatibility issues. 64 bit Office can't do all the same things that 32 bit Office does.
