    place formula but skip rows

This can be code or regular excel.

I have the following formula starting in E17. =(D17-D4)/D4

I want to copy this formula down a column for 30 rows. Then skip 15 rows and start the formula again with the same gaps. This would continue for as long as there is data. Spreadsheet attached.
