Add button w/ macro that adds a row and fills down formatting and formulas from above

Hello,

I am working on a project budget template spreadsheet and want the users to be able to click a button to add a new row. However, the new row needs to have the formatting and formulas from the row above but not the individual cell content. Ideally it would be great if the user could choose where to add the new row by choosing the cell above or below where the new row will be added.

I am very new to VBA and Macros so any help would be greatly appreciated. Let me know if you need any more information from me.
