Delete unwanted rows and update count of rows based on values

This was perfect and it worked exactly but in this way i have define lot of variables can it be more simplified .because i want total of all exceptions in every region in the sheet ,i just showed you some examples in desired sheet.but the actual sheet is very huge.
Please refer the original sheet and let me know if that is possible.
