Copy Cells to available blank cells in rows below loop

I'm trying to get some help on what I think is a pretty easy piece of code. I have rows of data where some cells are blank and I need the data from the cell above copied to all the blank cells below then do the same thing for the next row that has data in it. I have spent way to long trying to get it to work so here I am looking for a little help. I have attached a sample of the excel file with the data structure. Thanks in advance!
