Sharepoint file permissions

Hi all

I have inherited a program with legacy code that takes data from a workbook and then puts it in a text document and then uploads to SharePoint, however I have noticed that it locks the file down for the view only for the user. No body else can see it.

Is there a way of amending it to allow any user to view it?

Could someone advise how to stop either the data being sent to a text file or the file being convereted to a text file? Ideally I only need to copy the "OUTPUTSHEET" as is. No need to convert.
