How to rename range of cells based on ref cell value?

For example:
ColA ColB
TEST1 A
TEST2 B
TEST3 C

I want to define name of each cell at ColB with ref to cell at ColA
Like:

name of (A) at ColB becomes "TEST1_P"
name of (B) at ColB becomes "TEST2_P"
