Setting up a Query without refreshing

I want to set up a query to download data from a Text file before I want to run the query.
I have tried the following code

hoping that commenting out the penultimate Refresh line would set up the connection for future refreshes without actually refreshing, but this does not seem to happen. How do I add a connection?

All of this was originally accomplished manually. In order to download data all that was needed was to refresh the query. I now have to automate the whole business and once a year the sheets are cleared and rebuilt in code, including the query. I do not wish to download data at the time of rebuilding the sheets. I do want to define the query so that at the appropriate time I can download the data by a refresh. I hope someone can help me with this.
