How to keep frozen panels when saved as html?

I have created a spreadsheet and have it set up how I need it. Whenever I save it as html the panels are not frozen on the web page version. This causes problems when scrolling to find data. I have had many people ask to add this feature because they lose their place. The excel spreadsheet works fine. The html version does not keep this function. How do I go about fixing this?
