Move A column text to previous row if duplicate in B column

I have a 3 column text. When there are duplicates in B column but different values in A column, I want the A column text to merge with consequent columns and be separated with a comma. If the values are the same in A column too, then maintain the value only in first row.

In the attached xls I have highlighted consequent duplicate values to make it easier to see.
Sheet 1 as it is and Sheet 2 as I want it to become.
