Shell and Windows 8

Does anyone know why Shell is working on some computers with Windows 8, while not on others?

This should open the Windows Sound Recorder. On one of my computers it works fine. On the other it says that it can't find the file even though it is physically there and if I paste the address in the Windows Explorer it opens the program.

Don't have expirience with win8 but is there posibility that you should change Privilege level to run program as an administrator?

Thanks Zbor. That doesn't seem to be the issue. I also tried using ShellExecute (works on one computer but not the other).
