User chose Drop down list in a cell then user get the option to chose from another dropdow

sorry i am very new to excel.

User chose Drop down list in a cell. then user get the option to chose from another drop down in the side of the cell. Is it possible in excel.

Another way iw anted to do this is by using function. I wanted to call that function. Then it gives user the option to chose to select function beased on which some calculation will be don on the cell.

Please ask me if I am not clear.
