Data cleaning

Hi

in the attached data I have some rows with numbers starting with 27. For such rows I want to delete the number 27 in that row

some rows have more than 9 digits - if such a row exists, we must keep the first 9 digits in the same row and move the balance to an inserted row below

some rows have no entries or just a 0 - these rows must be deleted - also if there is text in a row it must be deleted

all duplicate rows must be deleted

can anyone help with this please
