need a way to disable a person to hit start

in the attached sheet I have a 6 lines with several columns. for instance time in, time out, breaktime ( which calculates from the last out time to the next in time). when a tech hits the start button it clocks them in and then they hit stop. what i need to do is if the total time picked is 60 minutes or greater I need them not to be able to hit start again untinl 10 minutes have passed.
