Sorting grouped rows ?

I'm pretty sure this will be a programming question. I have searched and searched and have seen other similar questions but the answers are not working for my particular situation.

I have data grouped by the specific client. claims vs premiums reports that include total cardholders, breakdown by tier etc.

I need to be able to sort these reports by total cardholder and still keep the data per client together.

See attached report. This is all sample data and the actual report I am working with is about 10,000 rows.

Any help is greatly appreciated!!
