Insert row VBA query

Hi new to this forum and wonder if anyone can help please.

I wanted to write in VBA to prevent users from deleting rows, but allow them to add rows within Excel. Also wanted to manipulate the insert/delete column.

This code I managed to find below which seems to works for rows, but it doesn't cater for inserting rows, and further also prevent add/delete insert columns. I did have a play with it to see if I can manipulate it but no joy and wonder can this be manipulated for my intended purposes?
