I've got an excel question that I'm struggling to find a solution to. For this solution I cannot use any macros/vba. Only formulas allowed because I need to export this to Xcelsius which doesn't support any macros/vba. Btw I can;'t use Row() in xcelsius too.
Any help/advise welcomed. Thank you very much!

Unfortunately the format of your table has left it virtually impossible to work out the set-up of your data, not to mention what your desired results are.
Kindly upload an actual spreadsheet and outline clearly what your expected results are in each case, preferably with a brief explanation as to why.

In Xcelsius we are using excel as the underlying data model.
The list of values are filters value that I'm using to send to the backend database. The "/" indicates hierarchy which means if I select "Car" from an input list, I would want to take all list of values that contain "Car".
The list of string to match is simplified here. It is actually represented as a hierarchy tree where you have top level "Car">"Import">"Automatic" and so on. But user will select say level 2 "Import".

Ah, unfortunately pictures are not much use on an Excel forum! (Principally as it would necessitate anyone wishing to tackle your problem first reproducing the data from the picture in an actual Excel sheet in order to test potential solutions, and I'm sure you can appreciate that not everyone would be prepared to do this.)
Are you unable to attach an actual workbook?

90 - I've copied the text from your post and pasted it into excel. See if the attached works.
Without VBA or row(), the final list won't be as neat as your mockup. Column C will have blanks in front of the values that don't match any of the strings to be matched.
