Assign different value based on goals

I have 9 locations that I have to set goals for and track how close they come to their goals. So I have created a spreadsheet that In colum A I have a goal set that i need my entire territory to meet. In colum B I want to enter each locations actual ending number. I would like column C to assign specific points. If the location meets or exceeds their goal, I want the system to assign 20 points, if the location is 0.01% to 1.00% above goal, assign 15 points., 1.01% to 2.00% assign 10 points, and 2.01% or more above their goal assign 0 points.

Workbook is at my office and I am a home today. Example listed below
Column A. Column B. Column C
Goal. Actual. Points
28%. 27.20%. 20
28%. 28.50%. 15
28%. 30.50%. 0

Column A is updated automatically every month with the new goal. Column B I imported at month end showing their actual ending percent. I need column C to assign the correct points.
