    CountIF(s) Function Help

I am trying to use the countifs function to count the number of accidents by accident type for each year. The problem I have is that some people have had more than one accident type and they are within one cell. I know I could separate the text by text to columns but I really would like to keep the format as is. I've attached a worksheet of what I'm trying to do. Is this possible?
