large spreadsheet with columnar data instead of rows - can it be imported this way

Hi. I am a new user to this forum and I certainly appreciate any input that anyone can give. My thanks in advance.

My question is two fold. I have a worksheet with over 2500 records. The trouble is that when it was converted from text to .xls all the records came over in one column going down instead of row by row. I have a single row inserted between each of the group of cells that consist of one record. (I thought this would help)

Can this be imported to access and if so how?

My other question is how do I import the data if all the records do not contain the same amount of fields?

I have put a 3 record workbook together to show an example of the how the data is listed in the worksheet.
