combining two if then statements

Hi,
My head is spinning trying to put the following information into a single equation. I'd appreciate any help.

if E12>I12 then I13=I12+(C13*0.5)
AND
if E12 [symbol for < or = to here] I12 then I13=E12+(C13*0.5)
