All I know is you have to use If and vlookup but I must be missing something else

Rather than tell us what you have tried, and what you "think" you need, you need to explain to us exactly what you are trying to do.

This replicates your entries in D11:D15...
=IFERROR(VLOOKUP(A11,$D$3:$E$5,2,0),"")
copied down
Try this in C3 and drag down
=IFERROR(VLOOKUP(A3,$D$3:$E$5,2,FALSE),"")
