formula 15% to return a zero is the source value is cero

I have this formula

=IF(B43<15,B43+1,B43*0.15+B43) wich takes out 15% of caps spare parts of an original number that i am working on and sums it to the original number of parts (i.e. original number of caps 25 caps = 3 spare caps = 28 caps total, but when i got 0 caps this formula returns 1 because of the "+1" how can i annulate this and meke it zero when my original number is zero? i really need this, thx a lot.

=IF(B43=0, 0, IF(B43 < 15, B43 + 1, 115% * B43) )
