=SUMIF(A1A,"Person a",D:D)

If you need regular and overtime hours, just use

=MAX(40,SUMIF(A1A,"Person a",D:D))

for regular hours, and

=MIN(0,40-SUMIF(A1A,"Person a",D:D))

if regular hours are upto 40.
