Sum based on next column

HI All,

Wondering if some could help me to solve this. Attached the sheet.

Col A: Date
Col B: Target
Col C: Achieved

As soon i enter the achieved number on the particular date the target should calculate automatically till that date.

Example: Attached sheet achieved has till 14th August and target total should sum up till 14th August.
