if you had a column with paid - that could then do the two things - colour cells and also use sumif() or an IF to change a value

Would like to see an example of your data and also a manual mock up of the expected results you want to achieve.
To attach a file to your post,

click "select files" find your file, click "open" click "upload" click 'done" bottom right. click "submit reply"
Once the upload is completed the file name will appear below the input boxes in this window.
You can then close the window to return to the new post screen.

Select Thread Tools-> Mark thread as Solved. To undo, select Thread Tools-> Mark thread as Unsolved.
I agree with @etaf that you need a "Paid" column...you could conditionally format the bill amount to change fill color if you mark the paid column....so you'd still be able to get the item colored in the way you want.
Then you could use the Sumif funciton to only sum items that aren't marked as paid.
I would definitely format my data as tables as then you can have a totals row that stays at the bottom of the table even if you add more rows (ie as more or new bills come up).
I'm with @etaf....we could definitely offer more advice if we could see what you have set up
