Problems with Blank cells on a CSV when i import

I'm trying to import data to a system and the Blank cells after the information is causing the information to show errors in the system. When opening it up in note pad its fine when its entered like this #72,XX,7,65,,10 but when i create the CSV and save it, it comes up like this #72,XX,7,64,,10,,,,. Basically what i want to be able to do is enter the info and then save as CSV without having to go into Notepad to delete the following "commas (,)"
When you add and delete columns and rows, Excel remembers where the data used to go to ... and still considers this the "Used Range" even though there is no longer any data in it.
Try deleting any blank columns to the right of the data, and any blank rows before the data, and then saving the Excel file. That will reset the Used Range. Note that you must use the Delete Rows and Delete Columns icon on the ribbon, don't just press the Delete key.
Now try and save the sheet as csv file again. See if that helps.
