Need an entry in one cell to cause an entry in another based on entry in 3rd

I have a percentage in R3.

If I make an entry in D13 then I want the R3 to be duplicated into C27 otherwise C27 should be 0.

If D13 is blank show 0 in C27, If D13 isn't blank, C27 displays the same as R3 is displaying

That is great thanks. Can you tell me if it is possible to force an entry of a cell if an entry is made to another? So if I made and entry to D13 that I would be required to make an entry of a min of 0 to R3?

Yes it can be done, but would require a macro. You could conditional format R3 to show a red fill, or some other colour.
If D13 has an entry and R3 is blank, R3 will show the desired colour
