Have you tried =COUNTIF(C:C,1)?

I don't think this is what I need. I need a count of items in column 1 based on the priority they belong in column 2
Why do you say that Sambo kid's suggestion does not works for you? That formula gives the number 3 as a result which for your example is correct.

apologies perhaps for not being accurate enough in describing the problem... I am only doing my best
in my case the correct answer would be 132 which is the sum of indeed 3 priority 1 items. So I need a formula summing values in the 1 column based on the criteria (priority) in the second column
So you mean, perhaps:
=SUMIF(C:C,1,B:B)

So you need to ADD-SUM the numbers.Not to count these..
