select the range you want to apply to (say from B3:L36)
go to Home -> Conditional Formatting -> New Rule -> Use a formula to determine which cells to format -> Format values where this formula is true:
=AND(COUNTIF($B:$B,$B3)=COUNTIF($B$3:$B3,$B3),$L3="C")
change "C" to "UR" for the other rule.
