how to return top ten values and build a new table without using pivot table

I am attaching a sample data file which contains two tabs.
    1. data
    2. dashboard

under dashboard I wanted to extract the top ten app ids based on the total cost and top 3 level 3 capability based on the sum of the total cost by level 3

Wondering if anybody can help me with this?

    Thanks in advance!

    Yes top 10 are ok.

The next one is little bit tricky. It needs to sum the capability first and than show the top 3 capabilities.
e.g., sum all the individual capabilities (like online, branch, IVR, etc) cost first, and than display the top 3 capability results maybe Online $$$$$$, IVR $$$$$, Branch $$$$, etc)

    Thanks for your help!

OK. To do this easily I have created two helper columns in Data sheet. Please find the attached sheet.

    Thanks for your help!
one more thing...is it possible to apply a filter to the Top Ten application by CIO? Default value is all but if i select a CIO from I3 cell it will change the top ten apps based on that selection?

    Regards,
