Arrow key doesn't move cells, instead ADDS adjacent cells to whatever is input

Stupid question but I have a user with this problem and I've never seen it before.

Excel 2003. They input the number 1 into cell A1. When they hit the right arrow key, I'd expect it to move to cell B1 but it doesn't. It makes cell A1 read "1+B1" and gives the dotted selection lines. If they were to hit down, now the cell reads "1+B2", etc.

Couldn't find it in keybinds so I reckon it is just some toggle that got switched on.. but I can't find it! And for once, googling didnt immediately give me the answer 500 times over. Anybody familiar with this?

Just do right click on that sheet and select view code and copy and paste the code here for our eyes. Since there is an selection change event is running on that sheet I believe.
