How has this embedded scroll area been created?

I'd like to re-create this mini scrolling area for H8:Q28 in the attached.

I've been searching google and I've tried using Developer -> Insert -> Scroll Bar (Form Control). With these settings example.jpg

Trouble is, it only shows one year at a time, rather than say 5 years at a time.

I'm guessing I need to link up some sort of area for scrolling???

In the example, if you look at the formulas in cells I8:Q8 to see how it's done.
The scroll bar links to one particular cell and the other cells just build on from that.

Oh yea, didn't notice the formulas building the cells on, cheers, should be fine sorting one out now I know how it's done
