Foxpro csv to Excel double quote error

I am trying to import a CSV file from Foxpro into Excel 2010. When a description field ends in " Excel doesn't import correctly. The double quote is removed from the end of the description and placed at the beginning of the next field.

I have tried many different ways but all with the same results.

Rather than double-click the file to open it (or using Excel's File | Open), you should click on Data then in the Get External Data group you can click on From Text. Then navigate to your file and double-click the icon - that takes you into the Text Import Wizard, which has 3 dialogue boxes. On the first of these you should click Delimited then Next; On the second panel you should click against your delimiter (comma) then click Next; on the final panel you can select each field in turn and tell Excel how you want those fields to be treated. So click in the column(s) with the problem, then click Text. When you are done, just click Finish. Excel will ask where you want the file to be imported to - just accept the default of A1.

I found out that Excel will import a DBF file directly and that seems to work. Now I need to save the Excel file in a format that I can read into Foxpro. There is no export wizard and all the choices that I have tried stumble on the double quote.
