Help with conditional formatting 3 color scale

I have columns with percentages in them and I want each cell to be colored depending on where it's value is in the range. I have the 3 color scales setup and set to the columns I need but they are not working the way I think / want them to. Each cell appears to be basing its color off other cells. I want each cell to only use its value in determining what color it should be.

I'm not sure if using a macro would help me get this working the way I'd like or if I'm doing something wrong with the 3 color scale

I have attached a sample of what my excel spreadsheet looks like. There will be more data in the actual spreadsheet.
