That's not possible to put tabs in rows.
However you can right-click just to the left of the sheet tabs and select the sheet name from the popups.

You can also "stretch" the area where the tabs are to show more of them. Just to left of the scroll bar, hover the mouse over the "divider", when the pointer changes, left-click and drag the scroll bar to the right (just as if you were widening a column)
Another alternative would be to have an "index" sheet that hyperlinks to each of your sheets when clicked on, and then a "home" button on each sheet to go back to the Index
