Unhappy Auto fill Data when date is selected

Hi all, I am new to this forum and I have been trying to get my head around this problem for a while. Well there is 2 actually!

First one I am sure is simple but has me beat. We have a budget sheet that has a heap of different items. I want that to be able to be selected on the budget but if we select one then it pushes the list below down one line. (I will attach an example as soon as I can)

The second, We want to do the budgets fortnightly but not have to create a separate sheet for every fortnight. So we want to be able to select a pay date on a drop down menu (easily changed as we want to have a new budget every year and easily modifiable) that automatically fills data in for the item in the budget.

I am sure that this can be done but I am not sure how and it is doing my head in. Help please??

    Cheers,
    Andrew.
