Read only workbooks in shared locations

Okay, so i'm not really sure how to word this question...

I have an excel file saved in a location that is accessible through multiple computers.
I had a huge concern about different people accessing it at the same time and saving, but then I realized that excel only allows one user to open and edit at one time.

Is there a way to notify a user if a workbook is no longer in use and they can now open it for editing purposes?
Or is there anyway to know this? or anyway to save and close a workbook after so much time of being idle?

    Thanks!
