How can I write a formula as a conditional format to say if $E3:$E100="R2-Year 2-Reg" and F3:H100 is blank, then highlight F3:H100 in Red?

I've tried =IF(AND($E3:$E100="R2-Year 2-Reg",$F$3:$H$100=""),TRUE, FALSE) and =AND($E3:$E100="R2-Year 2-Reg",$F$3:$H$100="")
