You can cause objects to appear and disappear on a sheet based on calculations, but it requires VBA. Are you allowed to use macros in your projects? It would require enabling macros and not everyone like that, some consider it unsafe.
Now, for a conditional formatting suggestion, put the number 6666 in cell E6, then format that cell with the MARLETT font, and you get 4 arrows pointing down. Since that is a regular cell font/display, you can apply a regular conditional format to that cell to change the font color to white based on the value of B10.
