Your selection should cover the entire row while applying CF and protect the column reference of the formula with a $ so that the condition check range wont get rotating.

Hmm, I'm not quite understanding. I have a sheet and in every row, the H column either has a "1" or it doesn't. If it does, I want that whole row to have a specific formatting.
When I highlight the row and choose Highlight Cells rules>Equal to it applies to just the cell in just that row I selected. I don't see how to make the entire row act as one item.

Just select your range (Row) which needs to be highlighted and in CF formula
=$H2=1
The above formula refers to 2nd row so the active cell should be in 2nd row. Refer the attached screenshot for details.

1. highlight the range you want to apply the conditional formatting to
2. on the home tab, styles, select CF
3. select new rule, select use formula
4. enter your formula
If you want to test for more than 1 condition, just add more rules
1. Use code tags for VBA. [code] Your Code [/code] (or use the # button)

Given the limited information you provided, the attached file here does what you described (I think). You can add or remove 1's in column H and the color of the entire row will change.
I picked red and green; so, be prepared.
I should mention that the conditional formatting only makes the green. The rest has the backgroud color set to red unconditionally.
