How are you copying the cells? Selecting and copying the range, right? Or are you pressing Ctrl+A?

I am highlighting, right clicking and selecting copy. Then i open the new sheet and right click and paste and i get 65,000
I am selecting these cells out of a sheet that has 1800 cells.
Each sheet by default will have 65536 rows if you are using excel 2003. So even if you are picking cells and copy pasting, they will form part of the overall 65k rows.
