Number of Units and Employee required

Hi,

I need help to determine how many employees need for Units Sold per customer count in order to make effective schedule. I have one week data for customer and Unit sold per hour during business hours.

Requirment as like this
Units # of employees

less< 14 1

14 to 24 2

24 to 40 3

40 to 60 4


Please see attached data sheet. C stand for customer count U stand for Units in sheet.
